My second proposal here. Since most heroes except for Alucard of Hellsing didn't receive any moral scalings, I decided to proposal three main characters at once. Here we go!
What's the Work?
Hellsing is a 1997 manga series created by Kohta Hirano, as well as it's ten episode OVA adaptation Hellsing Ultimate. It revolves around the titular Hellsing Organization, which is named after the legendary vampire hunter Abraham Van Helsing, who defeated the powerful vampire Alucard hundreds years ago and tamed it into a servant of Hellsing Family. Now the organization is led by Integra Hellsing, who is protected by Hellsing's trump card Alucard, the butler Walter C. Dornez, and later police girl Seras Victoria who is turned into a vampire by Alucard. Hellsing Organization's purpose is protect the United Kingdom from unholy creatures like vampires and ghouls. During their mission of fighting vampire threats, they gradually get involved into the conflict
Who are they?
Integra Hellsing is a descendant of Abraham Van Hellsing and the leader of Hellsing Organization. She is also the master of the powerful vampire Alucard, who serves her with immense loyalty.
Seras Victoria is a police girl who gets turned into a vampire by Alucard after the latter saves her from Cheddar Priest. Initially being less powerful due to not drinking any blood, she becomes a true vampire after draining the blood of his near-dead lover Pip Bernadotte.
Walter C. Dornez is the butler of Hellsing family for over 50 years and has served at least two masters. He is titled "Angel of Death" due to being a One-Man-Army being capable of effectively killing enemies with high-velocity monomolecular wires.
What have they done?
Background
Even when he is a young boy, Walter has already been fighting vampires under Hellsing Organization alongside Alucard, acting as the servant of the leader Hellsing Organization Arthur Hellsing. When the World War II rages on to the climax, Arthur Hellsing sends Walter to detroy a Nazi laboratory led by Major and The Doctor, which uses prisoners for cruel human experiments and turn them into ghouls. If the experiment comes to fruitruation, it would change the tide of the World War and might make Nazi succeed the war. Walter intrudes the laboratory with a coffin containing a sleeping Alucard, killing many nazi soldiers and destroyed their research products and eventaully confronts The Major. Walter tries to kill Major, but is stopped by the werewolf captain, who overpowered Walter and almost killed him. Walter is saved by Alucard who gets awaken gives The Major and The Doctor the opportunity to escape.
After Arthur Hellsing's death, a young Integra Hellsing inherited her position as the leader of Hellsing Organization. Her uncle Richard Hellsing is envious that he didn't inherit the position, so during the time Walter is away of the manor, Richard takes several men to search in the mansion and try to kill Integra. Integra escaped to the mansion's basement according to her father's dying word, where a vampire Alucard sleeps in. Richard finds Integra in the basement, shoots Integra on the shoulder and the spilled blood awakens the vampire. Alucard saves Integra from bullets, kills Richard's men and let Integra kill Arthur. Integra becomes the last descendent of the Hellsing bloodline, and Alucard became her loyal servant.
Vampire Hunting
The Hellsing Organization receives a mission to hunt down vampire priest in the village of Cheddar, who turns many villagers into ghouls. The vampire priest kills an entire team of British police officers, with a police girl Seras Victoria being the sole survivor. The Cheddar Priest tries to rape Seras as a vampire biting a virgin would turn the victim into another vampire, while the priest only wants a ghoul minion. Alucard arrives at the village, swiftly killing all the vampire priest's ghoul minions, and the priest takes Seras as a human shield. Alucard asks Seras weather she is a virgin, after Seras answered yes, Alucard opens fire and blows a hole in her chest and then kills the vampire behind her. Alucard then bites the near-dead Seras and turn her into a vampire. Having lost all her policemen comrades, Seras joins the Hellsing Organization as Alucard's aid.
Alucard and Seras goes on a mission to travel to Ireland to hunt down a young vampire couple Leif and Jessica. Seras always keeps behind Aluard and refuses to drink blood even if Alucard offers her to. Alucard easily kills Leif, while Seras, having realized her vampiric ability gives her far sight, shoots Jessica through the heart at long range without telescopic sight. Suddenly, Alexander Anderson, the Vatican armed priest from Iscariot Organization arrives at the spot, cuts of Alucard's head and severely injured Seras. Integra takes a helicopter to to rescue them along with two bodyguard, while Anderson states that he will not back down against a "Protestant whore" and kills Integra's two bodyguards. Before he can kill Integra, Alucard already regerenate his head and engages Anderson. Knowing Alucard cannot be defeated easily, Anderson retreats with a death threat.
Hellsing vs. Millenium
Integra notices there are chips within dead vampires' bodies, so she holds a meeting with Round Table Council to discuss it. Integra points out that vampire rampage is becoming too frequent, and suspects there are someone who mass producting vampires through the chips. Suddenly, Luke Valentine and Jan Valentine leads an army of ghouls to invade the Hellsing mansion. They soon killed all the regular soldiers, and Luke heads to the basement to try killing Alucard, while Jan leads the ghoul army to head to the conference room so he can rape and kill Integra. Walter and Integra works together to fight against Jan's ghoul army, and soon the ghouls are wiped out by Walter and Integra while Luke is killed and devoured by Alucard. Jan rushes to the conference room, only to be shot with a rain of bullets by the full-prepared Round Table Council members. Knowing he has failed the task, Jan leaves his last words revealing "Millenium" before being incinerated through the chips.
Due to losing all their men during the Valentine Brother's attack, Hellsing recruited Pip Bernadotte's Wild Geese mercenary group to defend Hellsing. Meanwhile, Integra receives an invitation from Enrico Maxwell to Imperial War Museum. Maxwell first friendly greets Integra, but after Integra points out Anderson has killed her two bodyguards, Maxwell immediately drops his affable attitude and turns hostile, calling Integra a "miserable English sow." This angers Alucard, he shows up trying to kill Maxwell, while Maxwell calls Anderson to aid, the two almost starts a battle, only to be stopped by Seras who guides a group of visitors to pass by them. Maxwell then informs Integra about the information about Millenium, telling Integra that Millenium is a remnant of Nazi who are currently hiding in Brazil, and proudly claims that Iscariot is aiding them.
Knowing their enemies Millenium Organization are hiding in Brazil, Integra sends Alucard, Seras, and Pip's Wild Geese mercenaries to Brazil to find out the whereabout of Millenium. Tubalcain Alhambra, the First Lieutenant of Millenium, has bribed a group of Brazilian police officers to kill Alucard and Seras in the exchange of granting them immortality. The police officers frames Alucard and Seras as "terrorists", sending hundreds of policemen to corner the hotel Alucard and Seras is in and tries to kill them. Despite feeling conflicted, Integra still gives Alucard an order of "search and destroy". Alucard starts a killing spree, brutally slaughters all the policemen in the building, including those who wants to retreat, and feels disappointed when a scared policemen commit suicide. Meanwhile Pip comes to the police officers who made the deal with Tubalcain, swiftly killing them. Alucard confronts Tubalcain Alhambra himself, they engages in battle, in which both of the doesn't care any collateral damage that kills innocent people. Alucard finally manages to kill Tubalcain with the aid of Seras, devouring Tubalcain's life and thus gaining access to Alhambra's memories, allowing him to know the plan of Millenium. Pip hijacks a helicopter to help Alucard and Seras return back to safety.
Having known about the Millenium's plan, Hellsing and Iscariot holds a meeting with the Queen of England, reporting the new threat to the Queen. The meeting is interrupted by the intrution of Warrant Officer Schrödinger, who brings a two-way hand held television that delivers the message that The Major announces a war on England. The Queen gives Hellsing and Alucard one order: Bring them all down.
Millenium's First Lieutenant Rip Van Winkle hijacks Britain Navy's aircraft carrier HMS Eagle by bribing the Navy officer with granting them immortality. Since vampires cannot cross water, Integra and Walter discusses the plan to send Alucard to kill Rip, and they decides to send a SR71 carrying Alucard across the ocean. Alucard arrives at the aircraft carrier, brutally kills Rip, while The Major celebrates her death since they have achieve their goal of trapping Alucard in the middle of ocean.
Battle of London
During the time Alucard is isolated in the ocean when killing Rip Van Winkle, Millenium Orgnization starts a mass attack against London. They throws bombs to detroy every building in London, and sends vampire soldiers from Last Battalion to rampage throught London, slaughtering and cannibalizing every innocent people they see, including men, women, children and even babies. When Integra is discussing the scheme of operation with Round Table Council, a group of traitorous British millitary officers, who allied with Millenium and turned into vampires, surrounds the coference room and tries to kill Integra. However Walter uses wire to easily kill every single of them. Walter drives a car to send Integra back to Hellsing manor, but they faces the werewolf captain. Walter faces the captain alone and asks Integra to escape herself, but soon a group of Millenium vampire soldiers corner Integra. Fortunately, Alexander Anderson and his Armed Priest Vanguard save Integra, they kill all these vampire soldiers and escorts Integra back to Hellsing manor.
Meanwhile, Zorin Blitz, a high ranking member of Millenium Organization, leads Last Battalion to intrude hellsing manor. Seras uses her new weapon to take down Zorin's blimp, but the surviving forces including Zorin still manage to invade the mansion, killing off most of the mercenaries. Zorin uses the illusion to invoke Seras's trauma, cuts off her arm, blinds her and pierces her chest. When Zorin is going to finish her, Pip knocks Zorin down and tries to carry Seras back to safety, but is fatally injured by Zorin's scythe. On the verge of death, Pip kisses Seras and requests Seras to drink his blood to gain power and avenge him. Seras reluctantly drinks Pip's blood, devouring his soul and make Pip her familiar, finally unlocking her power as a true vampire. Seras proceeds to wipe out all the other Millenium members. Zorin tries to use illusion to torment her again, but Pip appears within her mind to protect her. Seras drags Zorin's head through the wall, killing Zorin by smashing Zorin's entire head.
As the entire London is almost destroyed, the surviving citizens are praying for god or angels. The angels do appear, but not the ones who would save them. Enrico Maxwell disobays the Pope's command of fighting Nazis, ordering his Ninth Crusade to massacre the surviving civilians in the name of purging Protestants. As two group of bad guys Last Battalion and Ninth Crusade about to clash each other, Alucard, who control of the ship and manages to return to coastline. Integra gives Alucard a command to release the Control Art Restrictions Zero, summoning an legion of undead familiars, all of whom are the souls Alucard has absorbed. The undead army rampages across London and soon wipes out both Last Battalion and Ninth Crusade.
Seeing it finally an opportunity to kill Alucard, Anderson and his Armed Priest Vanguard risks their lives fighting against Alucard's familiars. Alucard is moved by Anderson's willpower and is ready to accept his death he has desired, but Anderson draws out Helena's Nail, an item that can turn him into monster of God. Alucard begs Anderson not to do it, but Anderson pierced the nail into his heart and mutates into a thorn monster, incinerates nearly all his familiars. As Alucard already gives up his will to live, Seras calls Alucard and wakes him up, saves Alucard from being killed. Alucard claims that only humans can defeat monsters, pulling out Helena's nail and killing Anderson. Alucard feels pity that Anderson becomes a monster, while Anderson tells Alucard to laugh as a demon before reducing to ashes.
Suddenlly, a younger version of Walter appears before them, stepping on Anderson's remains and declaring that the dead are refuse and shouldn't be mourned. Walter openly declares his betrayal of Hellsing and the fact he has turned into a vampire. When Integra asks why he betrayed Hellsing, Walter mockingly cites that he was neither kidnapped, experimented on, nor brainwashed, and he had betrayed Hellsing out of his own volition. Anderson's student Yumie Takagi tries to kill Walter for humiliating the remains of Anderson, but is swiftly killed by Walter. Walter then challanges Alucard for a fight, feeling immensely conflicted, Integra reluctantly commands Alucard to kill Walter, while she herself must reach onward in order to kill the remaining Millenium forces. Seras expresses her gratitude to Walter for her help despite they have became enemies, and Walter accepts her gratitude and farewells to her. Walter and Alucard engages in a brutal battle, despite getting advantage at first, Walter's health becomes unstable and starts to turn younger. Walter pierces Alucard's heart with a rebar, but Alucard cheats his death with his final soul of Luke Valentine. Alucard starts to absorb the souls of London civilians, but Schrödinger cuts off his head and drops in the wave of souls, causing Alucard to disappear due to Schrödinger's ability. Walter realizes he is nothing but a pawn of Major, but is shot by Anderson's another student Heinkel Wolfe as an attempt to avenge Yumie.
Meanwhile, Integra and Seras goes into the Major's zeppelin, killing the remaining Millenium members they see. They are confronted by The Major's loyal bodyguard werewolf captain, and Seras decides to fight against the werewolf while Integra continues to go inside to kill major. Seras is initially overpowered by The Captain, but Pip, now a familiar of Seras, instructs Seras to pierce the werewolf's heart with a silver fang. Meanwhile Integra reaches to the room Major is in, Major explains his true plan and makes Integra witness Alucard's disappearance. Feeling angered at Alucard's disappearance, Integra tries to shoot Major but is blocked by an armored glass wall. Seras arrives after finishing off the captain, destroying the glass wall with a howitzer. The half of Major's body is shattered and reveals his machine part. Major declares his pride as a human despite being a cyborg, uses a pistol to shoot Integra but misses every shot. Integra and Major shoots at each other, with Integra successfully killing Major by a headshot, while Major dies happily as he successfully shoots Integra on the eye, which is the first time he hits something.
After Major is killed, The Doctor collects his research paper in panic, hoping that someone could take him in so that he can continue his research. The fatally injured Walter, knowing he has no much time to left, decides to do one last thing to compensate for his betrayal. Walter enters The Doctor's laboratory, taunts The Doctor that his experiments as a series of failures, including himself among them. The Doctor angrily rejects this, while Walter kills The Doctor and destroys his remaining experimental products. Walter then lights a cigaratte, meets his end of being consumed by the inferno that exploded the zeppelin.

As the main characters, they are the one setting the admirable standards for other heroes to follow. Let's specifically list their Goodness Zone crossing:
Integra Hellsing
Integra kills The Major
As the leader of Hellsing Organization, Integra is responsible for making decisions and giving other Hellsing Members command in their missions, enabling their heroic deeds in the first place. She is the first Hellsing member to realize the existence of Millenium Organization, because she noted the vampires' bodies have chips and their victims all became ghouls. She then collects information about Millenium Organization from Iscariot and figure out how to deal with them.
During the final battle in London, she commands Alucard to release all his familiars in Level Zero state, which wipes out both Millenium's Last Battalion and Enrico Maxwell's Ninth Crusade army. Eventually in the finale of the series, she is the one who killed The Major, the Big Bad of the series, ending his war and solving the conflict of the story.
Seras Victoria
Seras defeats Zorin
Seras has defended the Hellsing manor for two times, the first time she wiped out Jan Valentine's ghoul army along with Walter, and the second time, she defeated and killed Zorin Blitz, a extremely cruel and sadistic millenium officer who enjoys psychologically tormenting others by using illusion to invoke their trauma, before slaughtering them in very brutal way, which gets her a page on Pure Evil wiki.
During the battle in London, when Alucard is almost killed by Alexander Anderson, who uses Helena's nail to mutate himself into a thorn monster and incinerated nearly all his familiars, with Alucard already gives up his will to live. Seras calls Alucard and wakes him up, which saves Alucard's life and allows Alucard to defeat monsterized Anderson. Later, Seras would accompany Integra when she goes to try killing Major, and defeats Major's most powerful bodyguard Werewolf captain. Integra and Seras eventually confronts The Major, who is protected by an armored glass wall who cannot be easily destroyed. Seras uses a howitzer to detroy the glass wall which allows Integra to kill Major for good.
Walter C. Dornez
Walter destorys The Doctor's laboratory
Even before the series started, Walter has already achieved a Goodness Zone, destroying The Doctor's laboratory that conducts unethic human experiments that turns war prisoners into ghouls. He also almost killed The Major and The Doctor, and would have succeeded if the werewolf captain didn't defeat him. And even though he fails to kill The Major and The Doctor, Walter still prevents them from using the experiment to turn the tide of World War and let Nazi win the war.
Walter also protects Integra from Millenium vampires multiple times throught the series. When Jan Valentine leads an army of ghouls invade Hellsing Manor, he and Seras wiped out Jan's ghoul army. When a group of traitorous Britain officials, who allied with Millenium and turned into vampires, corners Integra and Round Table Council when they are discussion plans for battle, Walter uses wire to easily kill all of them. And in the finale of the series, after Major is killed and Alucard vanishes due to Schrödinger, The Doctor tried to salvage his research and run away, in the hope that someone would take him in and let him continue his experiments. Walter, who is on the verge of death, spends his last power to kill The Doctor and destroys the research, preventing The Doctor from continuing cruel experiments and creating more ghouls.
What makes them Inconsistent?
Integra Hellsing

Despite having good intentions, Integra is incredibly lethal and ruthless, showing zero mercy towards her enemies, whether they are evil or not.
For example, as Tubalcain Alhambra buys over the police officers in Brazel to kill Alucard and Seras in exchange of granting them immortality, they frames Alucard and Seras as terrorists and sends hundreds of policemen to surround the hotel Alucard and Seras is in. These policemen are not bad people, they are only deceived by their superiors and thought Alucard and Seras are terrorists. But instead of explaining the situation, Integra simply gives Alucard a command of "search and destroy", allowing Alucard to brutally slaughter and canibalize all of them, including the ones trying to retreat, even having some of their bodies impaled through flag poles.
Integra is also a jerk, often acting rude and unfriendly towards others (though this is not a major prevention compared with the previous one).
Seras Victoria
Actually I thought she has a chance to be Prone-to-Corruption NPG, since Seras is probably the most morally clean among the three, being entirely a force of good without Anti-Heroic or Grey Zoned traits. But she has one, the only one but very severe prevention: she is a berserker, with a extremely brutal and violent fighting style.
During the Valentine brothers invading the mansion where Seras is cornered by a group of ghouls, she bursts into her berserk state, brutally killing the ghouls with a sadistic laugh, and only regained sanity when Integra calms her down.
And when she drinks Pip's blood and becomes a true vampire, she becomes berserk with revenging wrath, violently slaughters the Millenium soldiers before overpowering Zorin Blitz. Seras bites Zorin's finger off, and uses a extremely sadistic methods to kill Zorin by dragging her head against a wall until her head is completely smashed, which is one of the most guresome and graphic deaths in the series.
Don't get me wrong, the ones Seras killed are all Asshole Victims since they are literal Nazis, with Zorin being a Pure Evil villain who 100% deserves her brutal death. But this doesn't change the fact Seras is a literal berserker who cannot hold back her wrath, would slaughter her enemies with extremelly violent ways and even takes sadism in it, a category Near Pure Good shouldn't fall into.
Walter C. Dornez

He is a fallen hero, automatically giving him the most severe inconsistent prevention among the three.
After witnessing Millenium's experiments and thinks it would give him an opportunity to challange Alucard himself, he secretly allies with Millenium and acts as a spy within Hellsing Organization. During the final battle in London, he received The Doctor's experiment to turn him into an artificial vampire so that he can return to his youth state.
When the battle between Alucard and Anderson is over, Walter steps on Anderson's remains and declaring that the dead are refuse and shouldn't be mourned. As Yumie Takagi attempted to attack Walter to avenge the desecration of Anderson's remains, Walter swiftly dismembered her through his wire, without showing any remorse. He then openly declares his betrayal of Hellsing Organization and reveals he had always desired to prove himself superior to Alucard, and the two engages in a brutal battle.
Yes, it's true he eventually redeemed himself in the end, as he killed The Doctor who tried to continue his experiment before accepting his death with dignity. But it's too late, since it's in the final moments of his life, a case of "Death Equals Redepmtion". And the redeption is also a partial redemption instead of 100% one, as he has no regret for killing Yumie Takagi, and even before his death he still expressed his pity of not being capable of successfully killing Alucard.
Final Verdict
Even if we can argue Integra and Seras has a slight chance to be NPG, Walter is definitely not anywhere higher. So I will give a relatively weak yes to Integra and Seras, while a gigantic yes to Walter, but it's always you to decide.
