This is a proposal about Leon from the OG timeline, as his remake counterpart is set in a different universe with a completely different timeline, who has been scaled as Near Pure Good.

What is Resident Evil?
It's a horror-based third person shooter where your main enemy NPCs are zombies and infected. It is about the outbreaks caused by biological weapons, most famously T virus, developed by the Umbrella Corporation. These viruses turn humans into monsters.
Who is Leon Kennedy?
He is one of the main protagonists. He is a Police officer and a government agent who is affiliated with Raccoon City Police Department (formerly), and later works for the U.S. government.
What has he done?
Resident Evil 2
Works with Claire Redfield to uncover Umbrella Corp’s secret underground lab and stop the outbreak’s source. Destroys the Super Tyrant using a rocket launcher, preventing it from attacking survivors. Helps Claire and Sherry escape the collapsing facility. and helps expose Umbrella’s schemes, and saves lives in Raccoon City’s final hours.
Resident Evil 4
He was sent to rescue the U.S. President’s daughter Ashley Graham from a remote European cult. He eventually frees Ashley and defeating many villagers. He fought through the castle to bring Ashley to safety and prevent the parasite from being used to invade the U.S.
He defeated Ramon Salazar, the castle ruler fused with Plagas, and Osmund Saddler and prevents him from using the Las Plagas to control the U.S., saving many lives.
Resident Evil 6
In this game, he works as part of the Division of Security Operations to investigate and contain a mysterious bioterror attack. He faces the mastermind Derek C. Simmons and ultimately kills him for good after he mutates into a monstrous bio weapon, and stops some of his plans.
Resident Evil Vendetta
Teams with Chris Redfield and Rebecca Chambers to stop a viral attack on New York City by arms dealer Glenn Arias. Helps destroy virus-laden trucks and contain the outbreak, and battles through zombies and cult forces to rescue Rebecca. Aids in defeating the enhanced Tyrant creature formed from Arias and his brother.
He eventually defeats Glenn Arias and helps spread the antidote on New York city and cures Rebecca Chambers as well.
Resident Evil Death Island
Investigates a new outbreak in San Francisco and Alcatraz, where civilians and agents are infected. He works with Jill Valentine, Chris Redfield, Rebecca Chambers, and others to uncover the plot behind new drone based infections. Kills Maria Gomez after she tries to spread the infection using drones. Helps defeat Dylan Blake, who merges with a bio weapon, aiding in his defeat alongside the team, and saves many civilians.
How does Leon stand out?
Although he has to compete with Chris Redfield, who defeats Albert Wesker for good, Leon still passes the admirable standards despite how high they are for defeating many heinous and notorious villains like Osmund Saddler, preventing him from using the Las Plagas on the world, and Derek C. Simmons who planned to unleash more terrorist attacks, he also saved Chris himself in many crucial moments.
How is he inconsistent?
The biggest reason why this version of Leon can't be Near Pure Good is that he nonchalantly and remorselessly causes innocent civilians to die when infected dogs were chasing him in Vendetta, with him being aware that they were brutally killed with car explosion but he continues the chase as if nothing happened at all, which is too corrupting for someone who is considered close to Pure Good. This also wasn't shown to be subverted in any part of the series.
Another reasons he can't be Near Pure Good is that he tends to be a jerk to his closes friends, especially Chris, shows some arrogance moments, and overall lethal as he kills zombies and villains in brutal ways.
Final Verdict
Easy yes
