Tulio is one of the two main protagonists (alongside Miguel) of the 2000 Dreamworks film The Road to El Dorado. He is a Spanish con artist, who, with his partner, discovered the city of El Dorado, where they were adored by its population due to them mistaking him and Miguel as being gods.
He is voiced by Kevin Kline.

What Makes Him Admirable?[]
- He gives Miguel some coins after he proved him wrong about them being able to jump into some barrels filled with water.
- He tried to help Miguel and Altivo get out of the water when Miguel jumped to save Altivo.
- He comforted Miguel when it seemed they were going to die of thirst, saying that Miguel made his life an adventure.
- When Tzekel-Kan was preparing to punish Chel for her theft of the temple of El Dorado, Tulio stopped him, knowing that Tzekel-Kan would likely kill her.
- He and Miguel stopped Tzekel-Kan from sacrificing a man in their honor.
- He and Miguel saved Chel from being killed by Tzekel-Kan's possessed jaguar statue.
- He checks to see if Miguel was fine while they were escaping from Tzekel-Kan's jaguar.
- He makes a plan to trick Tzekel-Kan into thinking he and Miguel were having a fight before trying to knock him down, which causes Tzekel-Kan's jaguar getting destroy and Tzekel-Kan being taken out of El Dorado through getting sucked through underwater and thrown into a river.
- He makes a plan to destroy the gates of El Dorado to stop Cortez and his army from finding the city and destroying it, saving thousands of lives.
What Makes Him Inconsistent?[]
- He and Miguel are con artists who trick people off their money in dice games by using loaded dice, which they feel no remorse for even as they become more heroic.
- He can often act rude towards others, such as telling Miguel to stop playing his guitar after Tulio failed to impress a lady with his dice, calling Altivo a dumb horse and refusing to apologize when he was proven wrong, even coldly telling Miguel to not get attached to him. There are also multiple other times where he argues with Miguel.
- He and Miguel initially tried to trick the people of El Dorado so they could get away with their gold and become rich.
- When he and Miguel are faced with a bull, Tulio cowardly runs away while leaving Miguel behind.
- During their time faking being gods, he and Miguel took joy in making people kneel for them and making tribute to them.
- He tries to force Chief Tannabok into making a boat for him and Miguel faster by telling him that if he didn't he would ask Tzekel-Kan for the boat.
- He decided to leave El Dorado with Chel and planned on her becoming his new partner, even telling her to forget Miguel, which causes their friendship almost ending.
