Tobirama Senju is the Second Hokage of the Hidden Leaf Village and the younger brother to Hashirama Senju. Unlike his brother, he was not as friendly and looked at a more pragmatic approach to protecting the Hidden Leaf Village from many threats. Tobirama was instrumental in creating many notable jutsus and setting up important institutions to protect the village. Tobirama is a major character in the Naruto anime and manga series.
He is voiced by Kenyu Horiuchi in Japanese, who also voiced the Deva Path of Nagato, and by Jamieson Price in English.

What Makes Him Admirable?[]
- Tobirama helped establish institutions to protect the people in the Hidden Leaf Village such as the Konoha Military Police Force and other institutions set up to support creating a ninja military to protect the village. The institutions that Tobirama founded helped lead to benefiting the village.
- He made the Uchiha into the Konoha police force, using their power to protect the village while also keeping a close eye on them.
- He chose Hiruzen Saturobi as his successor through testing which member of his strike team was most willing to sacrifice himself for his village (while always intending to do the sacrifice himself).
- He sacrificed his life to stop the Hidden Cloud ninjas from attacking and killing his subordinates. His sacrifice ensured their safety as they got away from the enemy.
- While he could not do anything about being an undead pawn to Orochimaru when the latter revived him via Impure World Reincarnation, Tobirama offered grateful words to his pupil, Hiruzen Sarutobi, for the work he has done for the village.
- He was instrumental in the battle against the Ten-Tails and later Obito Uchiha. Tobirama supported Naruto and Sasuke against Obito when Obito was the Ten-Tails jinchuuriki and helped to stop the Uchiha from causing any more problems.
- Tobirama attempted to kill Madara Uchiha (the mastermind behind the Eye of the Moon Plan) in an attempt to stop the Uchiha from causing more damage.
What Makes Him Inconsistent?[]
- He is overall a well-intentioned extremist, who took several morally ambiguous actions in his protection of Konoha.
- He created the Edo Tensei Jutsu that explicitly requires human sacrifice in order to bring the dead back and use as pawns for the jutsu-caster. The technique was deemed a forbidden jutsu due to its macabre nature.
- While he was trying to find a way to channel the Uchiha's powers productively, he purposefully isolated the Uchiha clan by turning them into the Konoha police force so he could keep a close watch on them.
- While he is shown to be able to trust and respect members of the Uchiha clan that prove themselves to be reliable members of the Hidden Leaf Village (such as Kagami, Itachi and eventually Sasuke), he still shows some prejudices towards the clan as a whole, such as commenting that of course an Uchiha like Sasuke would stick with a scoundrel like Orochimaru. Hashirama would snap at Tobirama and remind him to not make comments like that.
- He is quite lethal in his protection of his village, as he immediately shows extreme killing intent towards Sasuke after hearing the latter consider destroying the Hidden Leaf Village.
- He also shows no sympathy after hearing the Uchiha clan were wiped out due to their failed coup attempt. He showed a calm, nearly-indifferent, and nonchalant demeanor over hearing about the genocide.
- After Madara casted the Infinite Tsukyomi and Kaguya's revival, Tobirama contemplated using the Edo Tensei to resurrect Madara to interrogate him on what happened. Tobirama did not mind having to kill an innocent person in an attempt to resurrect Madara. When Hashirama vehemently disagreed with Tobirama's approach to the situation, Tobirama insulted Hashirama's stance against him by calling it naive.

- Tobirama and Kakashi are the only Hokages to be in Inconsistently Admirable.
