Mike Toreno is a major character in the 2004 video game Grand Theft Auto: San Andreas, the seventh installment of the Grand Theft Auto video game series.

He is an enigmatic figure who is initially presented as the leader of the Loco Syndicate organization, but is later revealed to be an undercover agent working for an unknown "government agency", which is supposedly aiming ensure the maintenance of the country with the effort of balancing the crime system across America.

He is voiced by James Woods.

What Makes Him Admirable?[]

  • While being initially presented as a crime lord and the leader of the Loco Syndicate drug enterprise, he is later revealed to be an undercover agent working for an unknown government agency whose true goal is to ensure the maintenance of the America and protecting it from the inner and outer threats.
  • His undercover actions of running Loco Syndicate and collaborating with the criminal organizations (such as San Fierro Rifa and Ballas) are mainly about controlling and balancing them, as well as preventing any further expansion of these criminal actions and keep them in line.
  • When Carl Johnson progresses to the level of destroying the Loco Syndicate and assassinating the leadership figures, Toreno does not do anything to prevent CJ and lets him get rid of the syndicate, which is also consonant to Toreno's intentions.
  • Despite Carl's attempting to assassinate and supposedly killing him, Toreno never holds any grudge to Carl and does not do anything about taking revenge even though he is easily able to get rid of CJ and all of his allies, and offers him collaboration instead with the promise of releasing Sweet Johnson from incarceration if Carl carries some tasks for him.
  • While he tasks Carl with several violent acts such as destroying planes and murdering some agents, these are generally for the prevention of the expansion of enemy agencies, and as he claims, financing the nearby militaristic dictators that would pose threat for nearby regions and America itself.
  • Once Carl accomplishes all the tasks Toreno has given, unlike most of the other powerful figures, he never betrays CJ and fulfills his promise of releasing Sweet from jail and giving him his freedom back. This action of him ultimately enables Carl and Sweet to reunite, and eliminate the nearby threats such as Ballas, Los Santos Vagos, Big Smoke, and Frank Tenpenny.
  • He sometimes gave Carl some life advice and that might be useful for him, becoming somewhat of a father figure that he never had.

What Makes Him Inconsistent?[]

  • As an extremist, he is very prone to resort extremely lethal and destructive ways to fulfill his goals, as most of his assignments for Carl are generally about destroying federal properties and murdering officials.
  • He has a heavily pragmatistic side, as he admits himself to having let good people die sometimes for his intentions to balance the system as he benefits from, and exemplyfing the murder of Ralph Pendelbury, a police officer who was killed by the corrupt fellows Frank Tenpenny and Eddie Pulaski for the former uncovering the duo's corrupting sides, which Mike Toreno had not used his power to stop them.
  • He can be jerk on some occasions, such as insulting Carl's mother as well as threatening to kill and rape Sweet if he does not come to the ranch and do the tasks, and leaving Carl be with the military jet he stole once his task is accomplished, saying afterwards is his own problem. These are minor though, as the first occasion is subverted with Toreno's latest actions of releasing Sweet and displaying honor to Carl, and the second occasion is only happened when he ensures that Carl is able to safely land on the desert strip.
