NOTES:

• While they are less evil than Magnificent Baddies, they can in fact become Magnificent Baddies at the same time, note that these heroes should also need to be approved on the Guile Heroes wiki before this category should be added on the character's article.
• Only add Inconsistently Admirable heroes who have been proposed and approved to be Guile Heroes following the Guile Heroes Proposal Criteria as defined by Guile Heroes Wiki.
