Inconsistently Admirable heroes who although they have a noble goal, their methods of achieving them are very questionable, if not, villainous. This is a major reason for they cannot be Near Pure Good or even Pure Good. Many of these heroes are morally ambiguous due to having good intentions, but are willing to do bad things and even evil means to achieve them.

NOTE: Keep in mind that Extremists differ from Pragmatists in that the latter does not go to extreme lengths for the greater good. That said, they are not mutually exclusive, and IA heroes can be both.

Their counterparts are Inconsistently Heinous Extremists.
